Operating Procedures
In accordance with the Board’s operating procedures, there shall be no opportunity for public comment at these meetings, unless otherwise indicated.
Pursuant to Section 2.2-3708.2(D)(6) of the Freedom of Information Act the public body shall make available to the public at any meeting conducted in accordance with this subsection a public comment form prepared by the Virginia Freedom of Information Advisory Council in accordance with §30-179. The State Council of Higher Education in Virginia will host a mandatory orientation for all new members of the Commonwealth of Virginia’s Boards of Visitors. The orientation will be held at the Founder's Inn and Spa on Tuesday, November 142 at 10 a.m. and on Wednesday, November 13 at 8:30 a.m. SCHEV is required by the Code of Virginia to conduct educational programs for all recently-appointed members of the governing boards of Virginia's state-supported colleges and universities. The Code of Virginia mandates that all new appointees attend a SCHEV orientation session within their first two years of service. To this end, the agency hosts an event annually for new members of the 14 Boards of Visitors and the State Board for Community Colleges to help them better understand, exercise, and fulfill their important governing responsibilities. The Virginia Commonwealth University Board of Visitors and VCU Health System Authority Board of Directors will hold an in-person meeting on Monday, Nov. 11, beginning at 3:15 p.m. The meeting will take place at the Ambulatory Outpatient Pavilion, 1001 East Leigh Street, 9th floor conference room, Richmond, VA 23219. The meeting will immediately go into closed session.

TUITION & FEES INFORMATION
The Virginia Commonwealth University Board of Visitors met on April 11 where senior administration shared an enrollment update and an overview of the university’s budget. The presentation outlined how resources are aligned to drive VCU’s success and value as well as potential changes to undergraduate tuition and fees.
VCU senior leaders proposed options to address inflationary costs while investing in innovative academic programming and applied learning to further grow student success and the value of a VCU degree. Under the proposed budget, these investments and costs are addressed by ongoing budget realignments, anticipated funding from the state and enrollment revenue.
Tuition and mandatory fee increases ranging from 0 percent to 4 percent for fiscal year 2024-25, consistent with the university’s Six-Year Plan, were presented. Visit here to see details about proposed tuition and fees.
VCU's board voted to hold tuition flat for undergraduate in-state students from FY20 through FY22 and offset FY23 increases with one-time scholarships – keeping tuition and fees at or below inflation and realigning resources to address academic priorities, continued financial aid support, salary increases and military student waivers.
These recent actions underscore VCU’s emphasis on affordability, resulting in a decline in annual student borrowing since 2013-14, when adjusted for inflation.
