VCU Board of Visitors

Steven DeLuca is Vice President, Head of State & Local Government Affairs for Capital One Financial, one of the country’s largest financial institutions. He leads a team responsible for legislative advocacy and relationship management with state and local governments across the country. He has worked at Capital One since 1999.

He holds a Bachelor of Arts, magna cum laude, in political science with a minor in business management from Drew University and a Master's in Public Administration from Harvard Kennedy School.  At Drew, he received the Gold D Award, the university’s highest award for leadership and service. In 2009, he received Drew’s Outstanding Young Alumni Award.  He holds a Masters in Public Administration from Harvard Kennedy School.

He served on the Board of Directors of VCU Health System from 2015-21, 2022-23 and 2024-26. He currently serves on the Virginia Bankers Association. 

He is a graduate of the Sorensen Institute Political Leaders Program at the University of Virginia and Leadership Metro Richmond.  Additionally, he has 20 years of experience as a volunteer firefighter and holds numerous emergency services certifications and awards.
