Frank M. "Rusty" Conner III

Rusty is currently Chairman of Cebelle Holdings Corporation, a family-owned commercial real estate development, investment, and management company focused on warehousing, experiential retail, and industrial outdoor storage.

For nearly 44 years, Rusty was a corporate lawyer and strategist with an emphasis on mergers and acquisitions, retiring as a partner from Covington & Burling LLP in 2024. He was named to The National Law Journal’s inaugural list of “Finance, Banking, & Capital Markets Trailblazers.” He held rankings in Chambers USA: America’s Leading Lawyers for Business, The Best Lawyers in America, Legal 500 US, and Washington DC Super Lawyers. Rusty is also a Fellow of the Virginia Law Foundation.

Rusty is active in a variety of public service efforts and has served on the boards of, and in certain cases served as the Chair of, the Metropolitan Washington Airports Authority, the Virginia College Savings Plan, Ford's Theatre, Lawyers' Committee for Civil Rights Under Law, the Legal Aid Society of the District of Columbia, and the DC Campaign to Prevent Teen Pregnancy.

From 2014 to 2022, he served on the Board of Visitors of the University of Virginia and during his term served as Vice Rector and Rector. Rusty also served on the boards of the College Foundation, UVA Health System, Jefferson Scholars Foundation, Miller Center Governing Council, School of Architecture Foundation, and UVA Foundation, as well as several presidential advisory committees.

In 2026, Rusty was appointed to serve a four-year term on the Board of Visitors of Virginia Commonwealth University.

Rusty currently also serves on the board of the National Democratic Institute for International Affairs, a non-governmental organization that supports the development of democratic institutions throughout the world.

Rusty received his J.D. and a B.A. in Economics from the University of Virginia.
