Ambassador Carmen Lomellin was appointed United States Permanent Representative to the Organization of American States (OAS) by President Barack Obama and confirmed by the United States Senate in 2009..

Previously, she served as Executive Secretary (Executive Director) of the Inter-American Commission of Women at the OAS (1998–2009), where she provided strategic policy guidance on gender equity to the organization’s 34 member states, with a focus on advancing women’s human, civil, and political rights throughout the hemisphere.


During the Clinton Administration, Ambassador Lomellin served as White House Liaison to the U.S. Office of Personnel Management. She also worked in the White House Office of Presidential Personnel as Search Manager for sub-cabinet international appointments and advised on Hispanic outreach to the Director of the White House Office for Women’s Initiatives and Outreach.

Earlier in her career, she served as Director of the Chicago Private Industry Council for the City of Chicago. She brings broad leadership experience across government, nonprofit, and private sectors and has served on numerous advisory and nonprofit boards.

In 2020, she was appointed by Governor Ralph Northam to the Board of Visitors of Virginia Commonwealth University and subsequently appointed to the VCU Health System Board, where she served until 2024.

Ambassador Lomellin holds a B.S. in Business Management from St. Joseph’s Calumet College and an MBA in International Business from DePaul University.
